Compensation and Emissions Tading Schemes for Municipal Indirect Discharger - a Case Study

By experiment, this research tests the posibilities of compensation and licence schemes (emissions trading) in providing an efficent organisation of municipal waste water management systems on the background of stricter requirements on water quality for indirect dischargers (§ 7a Water Resources Management Act) by simulating market arrangements for indirect dischargers as an alternative to the strict application of new standards resulting from the 5. amendment to the Water Resources Management Act.

The economic as well as technical analysis is based on a broad assessment of the (technical) potential in avoiding emissions in waste water and their costs for business indirect dischargers in a chosen town in the Federal Republic of Germany.

 

The authors worked at that time for the Research Institute for Public Finance at Cologne University. The survey was done on behalf of the Federal Evironment Agency and in cooperation with the "Institut für gewerbliche Wasserwirtschaft und Luftreinhaltung e.V. (iwl)", Cologne, and K.-U. Rudolph, University of Witten/Herdecke, Germany.
